Is this the Sussex Chief Constable’s skate?

For a second I thought that was the Rolls from the production, A Touch Of Cloth.

Reflective red on the front of a vehicle on a public highway is a no-no.
It’s almost certainly the same car that’s been wearing other livery around Goodwood.

In all fairness, he’s probably being creative. The Goodwood based Rolls-Royce factory is only like 2 miles outside of Chichester (where the event was), I doubt he had a chance to catch anyone not behaving.

Thats something you’d only expect to see in some crazy rich country like Monaco or Qatar. Maybe Norway.
